في خطوة تعكس مستوى متقدمًا من التكامل والتنسيق الدولي، يستعد اتحاد أمان لعقد الاجتماع الحادي والثلاثين لمجلسه التنفيذي، بتنظيم من الأمانة العامة للاتحاد برئاسة بنك التصدير والاستيراد السعودي وبالتعاون مع الأمانة العامة لاتحاد بيرن؛ وذلك في مدينة أستانا بجمهورية كازاخستان يوم 11 مايو 2026، في فندق ذا سانت ريجيس أستانا، وعلى هامش الاجتماعات السنوية لاتحاد بيرن.

ويحمل هذا الاجتماع طابعًا استثنائيًّا؛ إذ يُعد الأول من نوعه الذي يجمع بين اتحاد أمان واتحاد بيرن في فعالية مشتركة تُعقد في المكان ذاته، والتوقيت نفسه، وباستضافة جهة واحدة؛ مما يجسد نقلة نوعية في مستوى الشراكة والتكامل بين المؤسستين الدوليتين.

ومن المنتظر أن يشكل هذا الحدث منصة استراتيجية رفيعة المستوى لتبادل الخبرات واستشراف مستقبل قطاع تأمين ائتمان الصادرات وإعادة التأمين، في ظل المتغيرات الاقتصادية العالمية المتسارعة، بما يعزز قدرة الدول الأعضاء على مواجهة التحديات واغتنام الفرص.

وأكد رئيس المجلس التنفيذي، الدكتور خالد يوسف خلف الله، رئيس المؤسسة الإسلامية لتأمين الاستثمار وائتمان الصادرات ورئيس المجلس التنفيذي لاتحاد أمان، في تصريح بهذه المناسبة، أن "هذا التعاون غير المسبوق مع اتحاد بيرن يعكس التزام اتحاد أمان بتعزيز حضوره الدولي وتوسيع شبكة شراكاته الاستراتيجية"، مشيرًا إلى أن تزامن الاجتماعَين يفتح آفاقًا جديدة للحوار البنّاء وتبادل المعرفة بين الخبراء وصنّاع القرار في القطاع.

وأضاف أن هذه المبادرة تمثل خطوة مهمة نحو ترسيخ العمل المشترك وتطوير أدوات دعم التجارة والاستثمار، بما يسهم في تحقيق الاستقرار الاقتصادي ودفع عجلة النمو في الدول الأعضاء".

ويؤكد هذا الحدث أهمية مواصلة بناء جسور التعاون الدولي، بما يعزز من فاعلية العمل المؤسسي ويرسخ مكانة اتحاد أمان كشريك رئيسي في تطوير صناعة تأمين ائتمان الصادرات على المستوى الإقليمي والدولي.

اتحاد أمان هو منتدى مهني يجمع شركات التأمين وإعادة التأمين ضد المخاطر التجارية وغير التجارية في الدول الأعضاء في منظمة التعاون الإسلامي والمؤسسة العربية لضمان الاستثمار وائتمان الصادرات (ضمان). تأسس الاتحاد في 28 أكتوبر 2009، بناء على اتفاقية ثنائية بين المؤسسة العربية لضمان الاستثمار وائتمان الصادرات (ضمان) والمؤسسة الإسلامية لتأمين الاستثمار وائتمان الصادرات بهدف توحيد الجهود لإنشاء اتحاد للمؤسسات التجارية وشركات التأمين وإعادة التأمين ضد المخاطر غير التجارية في الدول الأعضاء.

The AMAN Union will convene its 31st Executive Council Meeting in Astana, Republic of Kazakhstan, on 11 May 2026, at The St. Regis Astana, on the sidelines of the Berne Union Annual Meetings.

The meeting is organized by the General Secretariat of the AMAN Union, under the chairmanship of the Saudi Export-Import Bank, and in coordination with the General Secretariat of the Berne Union. It reflects a growing emphasis on international engagement and institutional coordination within the export credit and investment insurance community.

Held in parallel with the Berne Union Annual Meetings, the Executive Council Meeting will provide a timely platform for dialogue and knowledge exchange among regional and international stakeholders. While not a joint event, the alignment in time and location offers valuable opportunities to strengthen connections, share insights, and explore common priorities across the sector.

The meeting will address key developments, challenges, and opportunities in export credit and reinsurance, particularly in light of evolving global economic dynamics, with a focus on enhancing trade and investment support mechanisms across member countries.

Dr. Khalid Khalfallah, Chief Executive Officer of the Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC) and Chairman of the Executive Council of the AMAN Union, emphasized that this alignment with the Berne Union meetings underscores AMAN Union’s commitment to expanding its international presence and fostering strategic partnerships.

He noted that convening the meeting alongside a major global gathering provides a unique opportunity to engage with industry leaders, facilitate constructive dialogue, and exchange expertise with key stakeholders and decision-makers.

Dr. Khalfallah added that this initiative supports ongoing efforts to strengthen cooperation, advance export credit insurance practices, and contribute to sustainable economic growth across member countries.

The AMAN Union continues to play a pivotal role in promoting collaboration and enhancing institutional capabilities in export credit insurance, reinforcing its position as a leading platform at both regional and international levels.

The General Secretariat of the AMAN Union is pleased to announce to all the esteemed Members of the AMAN Union the appointment of Dr. Khalid Khalafalla as Officer-in-Charge for the Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC), effective 19 May 2024. 

Dr. Khalafalla brings a wealth of experience and expertise to this role, having served in various capacities within the Islamic Development Bank (IsDB) Group. Most recently, he was the Principal Executive Assistant to H.E. President of IsDB. Prior to that, he served as Lead Underwriter at ICIEC as well as Acting Head of the IsDB Group Investment Promotion Technical Assistance Program (ITAP). 

In addition to his responsibilities as the Officer-in-Charge for ICIEC, Dr. Khalafalla will also assume the responsibilities of the Secretary General of the AMAN Union till the end of the term of the General Secretariat currently managed by ICIEC. 

The General Secretariat would like to seize this opportunity, on behalf of the members of the Union, to extend its sincere thanks to Mr. Oussama KAISSI, the former Secretary General, for the great efforts extended in serving the objectives of the Union over the past years and would also wish Dr. Khalid Khalafalla  the success in assuming his role as the Secretary General of the Union.

Dhaman is thrilled to announce the newest addition to its family: Dr. Hassan Hamdan, Director of the Operations department. With an illustrious background in public debt management and strategic planning, Dr. Hassan brings expertise and insight to our organization. His proven track record in negotiation, project management, and policy formulation in public finance aligns seamlessly with our mission to foster social and economic growth and prosperity within the Arab world. Our new Operations Director, Dr. Hassan, will play a pivotal role in spearheading strategic initiatives, optimizing operational efficiency, managing credit and political risks, and driving our commitment to excellence. With a robust academic background, his leadership and experience as Head of the Operations Department at the Ministry of Finance, Lebanon, will undoubtedly elevate our capabilities and reinforce our position as a cornerstone of investment and international trade insurance in the Arab world.

Mr. Mohamed F. Chatti, former Operations Director, was appointed Director General Advisor for Operations. He brings a wealth of expertise and extensive professional experience in the credit and political risks industry, making him an invaluable asset to our leadership team.
